The answer is -1.
-2(-7k + 4) = -13 - 9
-2(-7k + 4) = -22
-7k + 4 = -22/2
-7k + 4 = 22/2
-7k + 4 = 11
-7k = 11 - 4
-7k = 7
k = -1.
