perpenciaular means has slope taht muliptlist so -1
y=mx+b
m=slope
3/4 times what=-1?
-4/3

the equation of a line that passes through tht point (x1,y1) and has a lsope of m is
y-y1=m(x-x1)
given
(-12,10) and -4/3
