Jennifer notices that there are branches that overhang the roads near her house. When trucks drive by, they hit the branches. She feels that this is a danger to drivers. Her city, however, has a policy of preserving the appearance of canopy roads, i.e., roads shaded by tree canopies.

My best guess would be the last choice, She should perform research to check if the city is aware of the driving hazard. Not 100% sure, but this seems like the best one. Hope this is of some help! ^-^
