The correct answer is civil solidarity pacts

The notion of marriage in most countries today is still revolving around the idea of a man and a woman. As it is changing and marriage is starting to incorporate people of the LGBT population or anything similar, then the country decided to make the civil solidarity pact enabled which makes you the same as if you're married, but you're not really married in the formal sense.
