Answer: B) missing data

There are 123 people that were not reachable, making missing data the biggest problem.
It could be voluntary, but we're not told that, and it is most likely not voluntary, which also cancels out the chance that it could be self-interest. Precise numbers are usually what you want to aim for when you collect data, so that isn't a problem here.
