If the estimate is 276000, the actual number must have been rounded down if it was between 276000 and 276500(non-inclusive), and rounded up if it was between 275500 and 276000(inclusive). The only choice within either of these ranges is B.

The correct answer would be ‘B’ because...
A rounds up to 277000
B rounds to 276000
C rounds to 275000
And D rounds to 275000 as well.
