I believe the answer is: One that’s secured by collateral


Customers with bad credit history tend to have lesser chance of paying their due according to the agreement, which make them very risky for the credit card issuer. Giving credit card that secured by collateral (such as house or cars) would balance the risk in the credit card issuer favour/
