Cabinet members-- specifically the Secretary of Defense and Secretary of Homeland Security

The President after being elected, nominates their cabinet members. Cabinet members are then affirmed or rejected by Congressional committee. The Cabinet advises the President on all matters of running the government. For issues of defense the Secretary of Defense would be the main adviser. The Secretary of Homeland Security would assist especially in threats against the US land.
