In section C it seems that the car is Slowing down.
In the graph you see the 0 in the corner the numbers going up are getting higher and the numbers going to the side are going higher up. In section be he is going constantly the same speed, which is also the fastest he goes. Then he starts going slower in section C.
Therefore the answer is his car is slowing down
