The court packing scheme did not succeed despite Roosevelt popular support. it led to a period of reexamination of the cut-line between the three branches of government. congress enhanced its independence by rejecting the scheme, while the supreme court turned liberal and supported most of Roosevelt new deal policies. the victor in the power of balance of power was skewed in favor of parliament which exercised discretion, despite the popularity of liberal views then.
