Boyle's Law states volume of a gas at a constant temperature varies inversely with the pressure, or

P_1V_1 = P_2V_2

From the problem you're told that, intially,

P_1 = 406\:kPa and
V_1 = 4 \: L. Then, you're told that the pressure increases to
P_2 = 1000 \: kPa. Plug these values in and solve for the new volume,
V_2:

P_1V_1 = P_2V_2\\ (406\:kPa)(4 \: L) = (1000 \: kPa)V_2\\ V_2 = 1.624 \: L

4*1000=406x
4000=406x
X=9.85L
