The person who developed an early halftone engraving process and a published weather map was Stephen Horgan.
Stephen Horgan, while working as the art director for the New York Herald, invented the halfstone process of engraving. He used a glass screen with file lines in it. He made weather maps for the Daily Graphic, which they began to publish regularly.
