if there isn't a fourth choice then i believe the correct answer would be "b" a governor cause a president has authority over everything and a mayor is mostly pinned to a town or city.

hope this helps and is what your looking for.<3

Answer:

Option B, Governor, is the right answer.

Step-by-step explanation:

In Plymouth’s custom of self-government, the community was managed by a governor and provincial legislature chosen by a regional oligarchy; the governor was elected by the colonial government instead of the English Crown.

The governor was absolutely the most authoritative personality in the administration of a colony but a great arrangement of his authority was theoretical rather than genuine. The expenses and salaries were provided by the colonial assembly.
