Which idea was the Petition of Right most directly responsible for?

The Petition of Right of 1628 itself. King Charles I endorsed the belief of divine right and believed that he could rule by royal prerogative. To limit his powers, Parliament came up with one of England's most famous Constitutional document, the Petition of Right.  The 4 main points of the Petition are: 1) In peacetime, martial law could not be imposed 2) Taxes could not be collected without Parliament's approval 3) People could not be imprisoned without cause and 4) Soldiers could not be lodged in private citizens' homes.
