to solve this equation, you can use the point-slope formula, which is:
y-y1=m(x-x1), where m is the slope.
given the points, you can plug them into the equation for y1 and x1.
y - (-2) = (0) (x - (9) )
y + 2 = 0 ( x - 9 )
y + 2 = 0
y = -2
