The federal government should enact immigration reform.
Immigration is the global development of individuals into a nation of which they are not locals or where they don't have citizenship so as to settle or dwell there, particularly as permanent inhabitants or naturalized nationals, or to take up work as a transient laborer or incidentally as an outside worker.
