Explanation:

We have inequality:

-2r + 3 ≥ 19

We can isolate r in this inequality, and get:

-2r ≥ 19 - 3 = 16

-r ≥ 16/2 = 8

Now we change the sign, this also changes the direction of the greater or equal than a sign:

r ≤ -8

So we will have that our graph must start at r = -8, and include all the numbers that are smaller than -8. (including the 8)

This graph is the second one.
