The formula for the volume of a cylinder is:

\sf A=\pi r^2 h

The base of a cylinder is a circle, and the formula for the area of a circle is
\sf \pi r^2, so this is what the area of the base represents in the formula, so we can plug in what we know and solve for
\sf \pi r^2.

\sf 15=\pi r^2 (1.5)

Divide 1.5 to both sides:

\sf \pi r^2=\boxed{\sf 10~ft^2}

So the area of the base of the basket is 10 square feet.
