Yes,
You multiply 2 by 2 which you get 4, and then you multiply 7 by 2 which u get 14 which gives 4:14
Another way is by simplifying (i belive that is how you spell it) you divide 4 and 14 by 2 and you get 2:7

Yes because when you divide 4 by 2 you get 2 and when you divide 14 by 2 you get 7
