The reason Russell trust law enforcement is in a crisis is because police officers always conflict with it each and every time.

In law implementation or law enforcement, we even concur that we need to embrace this reasoning and turn out to be more situated to group policing. But then at the same time, still, we proceed in a similar vein, a similar vein that repudiates everything that we just conceded.

Answer: Russel believes law enforcement is in a crisis because of the contrary behavior law enforcement makes such as admitting that they should stop judging based on an individual's characteristics because it is illegal and yet it still occurs.
