The scale generally written as 1 unit on the map : whatever the distance is in miles or km.
Scale = 1 inch on the map : 5 1/3 miles
1:5 1/3 is normally the way the ratio is written.

You need a proportion for this
1/4 inch = 1 mile
x = 24 miles
Cross multiply
x = 1/4 * 24
x = 6 inches.
x = 6 inches.There are 24 1/4s in 6 inches.
