It is possible that an organism who is feeling thirsty is hydrated with water. The hydration still doesn't stop the person from feeling thirsty.

A reinforcement, whether it is a positive reinforcement or negative reinforcement, does not elicit a response from an organism, rather, it makes it more likely that the animal will behave in the same way as taught again and again when same stimulus is given.

Hence, the blanks can be filled with 'hydrated, and likely',respectively.
