George washington, one of the framers understood the need to keep the USA out of war, arguing that there was need to keep the USA out of war to allow its economy to grow. His decision at the end of the war was thus very reasonable as it allowed the usa economy to grow. the decisions were also as benefecial as those made during the war that liberarated the USA from British rule.
