1791 Technically there were 14 states: the original 13 + Vermont. In 1792 (June) Kentucky was added.
In 1838, there were 31 including the territory of Wisconsin. I don't know if it should be included or not. If not there were 30 in all. It depends on how fussy your marker is. You might think of entering just the way it was given.
