A gymnasium can hold no more than 650 people. A permanent bleacher in the gymnasium holds 136 people. The event organizers are setting up 25 rows with an equal number of chairs. At most, how many chairs can be in each row?

STEP 1:
subtract permanent seating
=650-136
=514 remaining seating

STEP 2:
divide remaining seating by 25 chairs per row
=514 ÷ 25
=20.56 chairs per row.

This can also be solved using the following equation:

136 + 25x <= 650
25x<=514
x<=20.56

ANSWER: At most, 20 chairs can be in each row. You can only have whole chairs, not partial, so the answer is 20, not 20.56.
