I believe the answer is: The federal government had the implied power to create a national bank
Implied powers are the type of Government power that never really directly stated in the constitution but still considered as a part of the power that directly stated in te constitution. For this case, the power is based on Article I, Section 8, Clause 18 of the U.S. Constitution
