people who were under 18 when the crime was committed (if a teenager shoots someone, their role models could have told them it was right to do so, so they believe its not their faults. "when your parents told you something was hot, you dont touch it cause their your parents. do you see my point?)

In the US Supreme Court case, Roper v. Simmons, 543 US 551 (2005), it was ruled by the Supreme Court that the use of the death penalty against people who are mentally disabled and people who were under 18 when the crime was committed is unconstitutional.
