He exaggerates the news and make big deals out of things that are unimportant.

While he is always trying to express how absurd it is for him the term "civilized life" here uses exaggerations or hyperbole though lines 71 to 81 to show that to others and to make his point clear to the eyes of society and perhaps convey his personal pot of view.
