It would be C. clean water because it is renewable (oil is not) but is not inexhaustible because it could be used up if we have major droughts or periods without rain which is unlikely but is a possibility. While sunlight and wind are renewable it would be impossible to lose those (kind of) but I'm pretty sure they're looking for clean water as the answer. I hope this helps.
