If it is a solid yellow line that means that traffic (both sides) may not cross the center line to pass vehicles but if the yellow line were to be dotted on your side, then you may cross the center line to pass vehicles (as long as it is done with no own going traffic in the opposite lane and all other traffic laws are obeyed).
