A confederal (confederation) form of government is when the states have more power than the central government.

A confederal government is an interesting way of balancing states rights, with the rights of the government. In this case, the federal government can impose rules, that are more-so guidelines for the states to follow or not. Ultimately, the states (rather than a centralized government) are able to dictate law upon their constituents in a much more personal matter.
