I mean, there are many factors contributing as to why the drug cartels haven't been eliminated. For one, if something is made illegal, it'll generally increase the popularity of it. Two, there have been suspicions of the U.S. Government supplying/funding the cartels for profit. My second conclusion may be false, but it's likely.
