A base is a substance that has the tendency to release OH- ions. These ions then attract protons to form water.

For example:

NaOH is a strong base which dissociates into Na+ and OH- ions.

NaOH → Na+ + OH-

The OH- ions can then grab the H+ ions from water, thereby reducing the hydrogen ion concentration and increasing the pH
