Need help. why did American leaders not suspect an attack on pearl harbor

The American leaders in Washington didn't think that Japan would attack in Hawaii.
That suggestion clears up the question and points to the real issue:
Washington thought, because it was so "alerted and prepared", that Hawaii would would be the last place Japan would plan an attack on.
Well, that, evidently, wasnt the case.
