-8 is small than -7 because one the number line -7 go first and the next is -8. And because this negative number that why -7 is bigger than -8.

Those straight lines mean absolute value, which is the positive form of the numbers.
so the absolute value of -8 is 8, and -7 is 7.
8 is greater than 7 so you'd use the greater than sign, >
