The Constitution was created as a solution to the problems that were shown by the Articles of Confederation. The Articles of Confederation created a weak central government and strong states governments, but it showed that it did not work and the Constitution was written.

But many were against the Constitution because it created a strong central government by creating the Federalism system. A way of ratifying the Constitution was to create the Bill of Rights, as a way to protect individual rights from a strong central government.
