The answer is: create new institutions in which people with disabilities could live.

People who are put into a deinstitutionalization tend to have some sort of psychological disabilities that prevented them from acting/behaving like normal people.

To help themget better, the best thing to do is to create new institutions where they can be monitored and treated by professionals.
