3y = 6 is equivalent to y=2, a horiz. line. A line perpendicular to y = 2 is a vertical line whose slope is undefined. The equation of the new line passing thru (-3,5) and perpendicular to y = 2 is x = -3. This cannot be written in slope-intercept form because the slope is undefined.
