Why is athens system of government described as a direct democracy?

I believe the answer is: Citizens took part in directly governing the city-state

In united states, we adopt indirect democracy, which means that we can only elect a representatives that can take part in the governing.

But, athens adopted direct democracy, which means that they do not need representatives since they can directly Votes for the type of legislation that they want.
