The Federal form of government can sufficiently protect and preserve individual liberties because it was govern by State government and by the Constitution, which served the interest of its people with individual rights.

Therefore, a strong central government with large republic would best protect personal liberties through wise statesmen that would limit the influence of the masses and go forward to deliver justified freedom.
