At a pancake breakfast, children are served 1 pancake and adults are served 3 pancakes. Together, they can be served at most 191 pancakes, the total number made by the chef. What is the inequality to represent this situation

x + 3y <= 191

x = children

y = adults (x3)

So adding those two up must be either less than or equal to 191, as that is all the Chef made.
