I believe the answer is: "A Prince whose character is thus marked by every act which may define a Tyrant, is unfit to be the ruler of a free people."

In a limited government, we separate the government into several branch, and give the power to each branch to override/ limit the influence of another branch. By doing this, there would be no ruler that can has absolute power , which made is impossible for a tyrant to be created.
