The answer is 9,000 because the next place after the thousands place is the hundreds, and we have 600. Anything 5 or more means to round up! :)

Currently we 8 in the thousands' place, followed by 615. Since 615 is greater than 500, round up that 8615 to 9000, which is to the nearest thousand.
