Power to maintain a ready militia is it central government or state government

It is central government, because states do not have militias (armies).

Answer: Central Government

Explanation: During colonial times, every town had its own militia to defend themselves. But now, the new Constitution gave power to Congress to organize and arm the national military. Therefore, the state government has no power in the militia and this relapses in the hands of the central government.
