An open primary allows voters to vote who are not affiliated with any political party. "Anyone" has to be more carefully defined. A person has to be eligible to with some restrictions brought about by the constitution. The person voting much comply with all the amendments that have to do with determining who is allowed to vote. A seven year old can't vote. A person in jail for a major felony can't vote. Up until 1920, women couldn't vote
