The War Powers Resolution Act was enacted with an executive veto by former president Richard Nixon in 1973.

The purpose of this act was to limit the United States president ability to initiate or escalate military actions abroad (declare war) without the consent of other government institutions. In order to achieve this purpose, it was declared that "the collective judgement of both the Congress and the President will apply".
