whatever% of anything is just (whatever/100) * anything.

let's first convert the mixed fraction to "improper" and then divide it by 100 to make decimal.

\bf \stackrel{mixed}{8(1)/(4)}\implies \cfrac{8\cdot 4+1}{4}\implies \stackrel{improper}{\cfrac{33}{4}} \\\\\\ \stackrel{\%}{\cfrac{33}{4}}\implies \cfrac{\quad (33)/(4)\quad }{100}\implies \cfrac{\quad (33)/(4)\quad }{(100)/(1)}\implies \cfrac{33}{4}\cdot \cfrac{1}{100}\implies \cfrac{33}{400}\implies \stackrel{decimal}{0.0825}
