Molotov rejected the Marshall Plan because the Soviet deemed it as a plan to interfere in the domestic affairs of other countries. The Russians could also not tolerate aid to Germany which had only recently devastated the Soviet Union. He also insisted that the Soviet Union have total control over the funds that Germany would receive.
