Following the Civil War and the Fifteenth Amendment the states that still resisted the participation of the African Americans in the political life used numerous tactics to keep the African Americans from voting, usually the poll taxes and literacy tests. This was an effective way to do it as many African Americans who have just been freed had no money at all and no education as well.
