I believe the answer is: They were a separate ethnic group who spoke a different language.

The Serbian Culture was predominantly influenced by the Ottoman empire during their invasion of Europe. The culture in Austria-Hungarian empire is predominantly influenced by the assimilation with German empire. This resulted in two separate ethnic groups.
